  • 05/03/2012 En janvier 2012, l’AFD a contribué à hauteur de 16 millions de dollars au financement de l’installation de centrales biogaz sur 8 sites de production d’amidon de manioc. L’entreprise exploitante a mis en place un système de cogénération d’une puissance installée de 23.6MW à partir des eaux usées contenues dans les bassins acides annexés aux sites de production. Cette énergie renouvelable, entièrement utilisée par le système de production de l’entreprise, permet une réduction de 534 000 tonnes d’émissions de CO2 par an. Ce projet, d’un coût total de 41.3 millions de dollars, génère chaque année des économies d’achat d’énergie de 5.3 millions de dollars ainsi que des ventes de crédits carbone (CDM) pour 2.7 millions de dollars. Le projet bénéficie de la ligne de crédit de 100 millions de dollars (non bonifiée) accordée à une banque publique indonésienne en 2010. Cette ligne de crédit soutient des investissements de maîtrise de l’énergie : efficacité énergétique, énergies renouvelables, ainsi que l’usage du gaz en substitution au fioul et au charbon et s’adresse à des sociétés publiques ou privées. Cette ligne de crédit contribue à l’émergence de projets sobres en carbone, enjeu essentiel à la réalisation des objectifs ambitieux de l’Indonésie en termes de réduction de ses émissions de gaz à effet de serre (pour mémoire, le gouvernement s’est engagé à une réduction de 26 à 41% des émissions d’ici 2020).

The sale of the final 7 per cent to the central government last year drew attacks from opposition lawmakers from the Golkar Party, who said it should go to local government. The family of Golkar chairman Aburizal Bakrie already indirectly owns 24 per cent of the mine through a consortium with local governments. The new regulation calls for foreign firms to first offer stake sales to central government, followed by local government and state-owned enterprises, with private domestic firms able to win any leftovers via auction. “As the divestment process with Newmont showed, (it) is far too easy to be hijacked by powerful business interests who may not have the best interests of the mine at heart,” said risk analyst Keith Loveard of Jakarta-based Concord Consulting. A recent spat between Nat Rothschild, scion of the European banking dynasty, with his Indonesia partners the Bakrie Group, over boardroom control of Bumi Plc also shows an increasing tussle for control for some of the world’s richest mines.
